Beijing Airport Industrial Zone

Beijing Airport Industrial Zone (BAIZ) was founded in 1994, with a planned area of 6.6km2 and 1km west to the Capital International Airport . After near 10 years’ development and construction, a modern high-tech Zone has been formed with IT and modern logistics as the major industries, featured by foreign-oriented economy and based on high-tech enterprises. Up-to-now, there are 284 foreign and domestic enterprises from 18 countries and regions have entered the Zone with a total investment of 2.4 billion USD. The number of trans-national companies in the Zone is 60 such as Japan Sony, JVC, Panasonics, SMC, Printing Company; Sweden Ericsson , Electrolux, American United Technology, Fedex, French Airbus, Alston, German Rosenberg, Holland Philips, Korean LG etc.

BAIZ is located 1km west to the Capital International Airport, the center of the new Airport City with a population of 200,000. 101National Highway runs across it from south to north dividing the Zone into Area A and Area B. It only takes 5 minutes drive to get to the Airport. It is 20km from Beijing Railway Station and 30km from Beijing West Railway Station. The Zone is 15km from Beijing Cargo Railway Station, Shunyi Cargo Railway Station and Zhangxin Cargo Railway Station. It takes 90 minutes drive to Tianjing New Sea Port.

Preferential Policies

1.    The foreign enterprises (JV, WFOTrans-nationals)high-tech enterprises, private technical enterprises, research institutes approved by the related departments of Beijing Municipal Government are encouraged to invest into BAIZ.

 

2.       The above-mentioned enterprises into BAIZ may enjoy 5 years free of the local land use fee from the year of obtaining the state-owned land use right.

 

3.       The discounted land price 10% will be given to the high-tech enterprises and research institutions in BAIZ who are certified by Scientific Committee of Shunyi District and Administration Committee of BAIZ.

 

4.       The foreign enterprises in BAIZ with a registered capital over 1,500,000 USD may enjoy 50% return of the local corporate income tax paid by them in addition to the favorable policies made by the State and Beijing Municipality. The period of return enjoyed by the enterprises varies along with value of investment: The enterprises with a registered capital between 1,500,0005,000,000 USD (including 5,000,000 USD) may enjoy 5 years return; 5,000,00010,000,000 USD (including 10,000,000 USD) may enjoy 10years return; above 10,000,000 USD may enjoy the return over the contractual period.

 

5.       The domestic enterprises into BAIZ whose registered capital is over 1,500,000 RMB may enjoy 50% return on the local corporate income tax paid by them for 5 years in addition to the policies issued by the State and Beijing Municipality.

 

6.       Research institutions, high-tech enterprises and private technical enterprises into BAIZ may enjoy 30% return on the local VAT for 3 years from the  year of operation.

 

7.       The medias-agencies domestic or abroad that introduces investment into BAIZ shall be awarded a commission of 0.5%-3% of the land sum on transferring the use right of State-owned land by BAIZ in a lump sum or by installment

Investment Environment

Geographic Location

Natural Environment

 

Topography: Beijing Airport industrial Zone locates 1km to the west of  Beijing international Airport, at east longitude 116.35’,north latitude 40.04’. It is 26-34 meters above the sea level.

Geology: The geological conditions of the Zone is excellent. The basic rock is 80-180 meters’depth underground. The surface of the rock is comparatively smooth without large up-down and no cracking band is found. The national specifications on anti-seismic magnitude is 8. The geological conditions of the soil can meet the requirement of ordinary industrial and civil construction project. The land bearing capacity is 12-15T/m2 . The depth of frozen earth is 0.85m. The underground water level is 1.6-4.5m deep with no corrosion to the concrete.

 

Meteorology: The Zone is in the north temperate zone with a semi-hvmidand continental monsoon climate The average temperate over with whole year is 11.5C. The maximum highest average temperature of the year is 26C and the lowest average temperature of the year is –4C. The yearly average wind velocity is 2.2m/s and the average annual rain drop is 600mm. 

 

Surrounding Environment

 

To the south of the Zone, there are 13 villa areas such as River Garden., Jiahao Garden, Wanke City Garden, Evropean Village Tianzhu Garden etc; to the west of the Zone, there are 3 key boarding schools like Limai School, Niulanshan Middle School etc; to the east of the Zone, there is a 4 star Movenpick Hotel; 15km to the north of the Zone and on the bank of Chaobai River, there are 2 golf courses, one countryside horse racing course, green vacation village. and 5 star Yishengyuan International Conference Center-large entertaining and vacation area. The Blue Sky Mansion of 3 star hotel built by the Airport Industrial Zone Adeministration committee is hosting the guests both domestic and abroad.

 

Shunyi District where the Zone is located is the advanced district nationwide for its culture. Education and sports . The District has continuously been No 1 of university enrolment in Beijing suburban area for 22 years. In addition, there are 3 professional technical school and professional high school in the District that provide abundant high quality human resource. 

 

Infra-structures

 

Within the developed area of 3.5km2  in the Airport Industrial Zone, the infra-structures have relized”9 facilities and flat land” Including road, rain water discharge, sewage water discharge, water supply, natural gas , power supply, tele-communication, heating and cable TV and natural flat land.

 

Water supply: The water supplied in BAIZ is groundwater of the Chaobai River System, from the same source of the embassy district and Beijing international Airport. And the quality meets the international standard for drinking water.

 

Rain Water discharge, sewage water discharge: The rain and waste water are drained separately through different pipes. The rain runs into Wenyu River and the waster wate is drained to the Tianzhu-Houshayu Sewage Works.

 

Power supply: At present there are two110kv substations, out of which 10kv cables are led into each switching house to power enterprises in the Zone. The power supply capacity is 40,000kva in Area A and 60,000kva in Area B.A double circuits power supply system is used for the BAIZ.

 

Heating: Either area has a heating center, offering around-the-clock heating services. The supply ability is 120T/H steam in Area A, and 30T/H steam in Area B. Meanwhile, Area B can supply 58MW/H(80 steam tons) high temperature water. The pressure of the steam is 0.4Mpa-0.6Mpa in Summer and 0.3Mpa-0.5Mpa in winter.

 

Gas supply: The natural gas from Shanxi, Gansu and Ningxia Provinces will soon be pipelined into BAIZ. At present, there is a capacity of 2000m3 /H. The calorific value of the gas is 8,000-10,000 kilo calories/m3 .

Road: The roads in BAIZ are arranged properly and all linked.

 

Tele-communication: The telecommunication administration in the Zone can supply 80,000 program-controlled telephones. And optical fiber cables have been introduced into the zone for wide-hand data transmission.

 

Fiber cable TV: The cable TV network has been established in the Airport Industrial Zone.

 

Standard Industrial Workshop: There are 14 standard workshops in the Zone with the total faollrage 130,000m2 . The fall into three categories according to the space per floor: 1200m2, 1700m2 and 2600m2. The standard workshops have access to telecommunication, water, power and heat supplies. And all are equipped with facilities such as elevators, stairs, toilets and switch houses. Investors can lease one of part one floor of the workshops. And the rent decreases progressively from the ground floor(30-60 yuan/m2 ) to the top floor(200 yuan/m2). The workshops are under enclosed-type management by the Property Group.

Fast: “One Door Service ” department under the Administration Committee are located just in the protruding position of the Blue Sky Mansion where all the formalities and can be left to “one door” Department.

Good quality: In addition to the sound infra-structures, the Zone tries its best to educate its employees with the conception of customer is the God and service decides everything. All the sections and affiliates regard the service to the enterprises as the most important task of themselves by introducing a completely new idea of the enterprises are masters of the Zone into all the employees of the Zone to strengthen the service concept. At present, each department of the Zone is practicing a system of promise that within the specified time, the work will be completed both in high standard and high quality.

For the foreign investment below 30 million USD and the domestic investment within 200 million yuan RMB, all the formalities can be finished once in the Zone including project setting, approval of contract articles,  issuance of business license, approval of construction plan, commencement and completion of works, check before acceptance, issuance of land use certificate and property certificate of        house.

Brief description

 

The investor can go as following procedures for the investment:
 

Obtaining of the approval certificate and business license: The investment Service Center of the Zone will be responsible for the handing of formalities in obtaining the approval certificate for the foreign investors in the Zone. The application procedures are as follows:

 

Document needed for the setting up of Sino-foreign JV and contractual operational enterprises:
 

1. Project proposal
2. Feasibility study report
3. Approval document by Environment Authority
4. The business license, bank certificate, letter of Sino legal person
5. The business license, bank certificate, certificate of legal representative, letter if attorney of foreign legal person
6. Contract, articles of the Corp
7. The name list of the Board Members, letter of attorney and ID certificate of each   director
8. The operational location or land use certificate
9. Notice of name registration verification
10. The other necessary materials needed by issuance of approval certificate
 

If the above-mentioned documents are totally in accordance with the stipulations of national industrial policies and the requirements of the investment service center of the Zone, within 12 working days, the investor may obtain the reply of the Contract and articles.<Approval Certificate to Foreign Investment Enterprises of the People Republic of China> and at the same time, obtain<Business License of the Legal Person of the Peoples Republic of China> from Beijing Industrial and Commercial Bureau.

 

The document needed for setting up wholly foreign owned enterprise:
 

1. Application form
2. Feasibility study report
3. Articles of the Corp
4. Capital Credit issued by the Bank
5. The registration form of legal representative
6. The approval document from the Environment Bureau
7. Operational location or land use certificate
8. Letter of Attorney from the Board Members
 

If the above-mentioned documents are totally in accordance with the stipulation of     national industrial polices and the requirements of the investment service center of the Zone. Within 9 working days, the investor may obtain the reply of the Contract and articles, <Approval Certificate to Foreign Investment Enterprises of   the People Republic of China> and at   the same time, obtain<Business License of the Legal Person of the Peoples Republic of China> from Beijing Industrial and Commercial Bureau.

 

Engraving of the Corp Seal: After the obtaining of the Business License and being registered in the security department of the Municipal Police Bureau, the investor may have the seal of the Corp engraved at the appointed engrave service section.

 

Handing of the registration formalities: The investors may carry the production and operational activities after they have finished A/C opening in the Bank, verification of the Capital, tax registration, fiscal registration, economical and trade verification.    Custom registration,  Planning verification, foreign currency control registration, statistical registration etc.
